Looking at the tuba at BBC and comparing it to the picture of the Holton:
1) the valve sets appear to be opposite: 1 offset, 234 in line for the BBC tuba, as is consistent with many M-W valve sets; 123 in line, 4 offset for the Holton picture;
2) the tuba could be a Holton, given the ferrules;
3) the valve set could be a replacement, given the condition of the lacquer on the valve set compared to the bugle.
To borrow from Sherlock Holmes, "Come, TNFJ, come! The game is afoot!"
