How about a "Trash Can" header for the stuff the moderators want to clip and dump. If a post or topic goes missing, members can look there and know there stuff has been "dumped" (and locked, maybe?).
I already do that, but it was not working. People still go way off topic anyway. So I am gonna leave it out in the open in the Off-Topic area instead.

I was just thinking that having your stuff show up in a "Trash Can" that everyone could see would akin to this...
