I recommend powweb.com, I've used them for about 3 years now, uptime is 99.99%, costs less than $8usd a month for 1GB of storage with 65GB of monthly bandwith(http, unlimited FTP if you choose to use that). Plus their fees include all those extra services for which most webhosts charge you extra.

I don't know much about other webhosts, except to stay away from Yahoo/Geocities hosting, they're awful. For the price I haven't seen much better than powweb, and given their reliability I'm sure I'll be using them until the internet becomes "out of date". good luck!
