The databases I know off are licensed to those who work or go to school at Universities. If you search is a simpe one, I could possibly do it for you. More recent (say post '97) dissertations may be available for free download. Older than that, $$, as I assume they would either loan your local library the microfiche (sp) or they'll print a copy from that.
Your local library might have access to the databases too. If say you were looking for a particular person and new what school they went too, you may be able to get access through that schools library website
