I believe "8va" means playing a part one octave above what is written. Why it wasn't notated in is just preference, I guess.

Actually, "8va" just means "at the octave". Generally, it is taken to mean an octave higher. Some composers might make it lower by saying "8va basso" which they sometimes abbreviate "8vb".
