I believe "8va" means playing a part one octave above what is written. Why it wasn't notated in is just preference, I guess.

Actually, "8va" just means "at the octave". Generally, it is taken to mean an octave higher. Some composers might make it lower by saying "8va basso" which they sometimes abbreviate "8vb". Or, they draw the lines below the notes rather than above them.

We know what they mean.
