Anyone know? Sometimes it's a bunch of squares, sometimes starbursts, and sometimes little columns will extend from it.

It's UNICODE art...all over the web. It makes use of "special" characters used to put accents, tilde, umlauts, or the like on top of another character.

This particular string looks like it uses characters from the Cyrillic font. Look particularly at Alt+0489 (the Cyrillic "Millions Sign").
