Here's some stuff to get you started (close). You didn't say whether you wanted a flat step of 2-3 fifth valve. If you want a 2-3 fifth... just combine the lengths of those circuits. The best bet is to just leave things a little long and trim 'em to suit. Never mind the precision dimensions as they are just interpolations of the open bugle.

Tuba tuning circuit lengths:
Valve tubing lengths:
F
1st valve = 18"
2nd valve = 8"
3rd valve = 27"
4th valve = 48"

Eb
1st valve = 20"
2nd valve = 9 1/2"
3rd valve = 29 1/2"
4th valve = 52"

CC
1st valve = 23.7"
2nd valve = 11.257"
3rd valve = 34.957"
4th valve = 61.62"

BBb
1st valve = 26.66"
2nd valve = 12.66"
3rd valve = 39.32"
4th valve = 69.32"

5th valve 'flat whole step' for Eb:
A typical 5th valve loop is the length that will lower the instrument WITH the 4th valve depressed by a whole step.

Some people call it a "long" whole step, but in reality...

an F tuba typical 5th valve loop is a CC tuba 1st valve loop
a CC tuba typical 5th valve loop is a GG tuba 1st valve loop
an Eb tuba typical 5th valve loop is a BBb tuba 1st valve loop

Check out Art Hovey's site:

Lots of nuts and bolts information about brass instruments and the tuba.

Art also posts here.
