Standard time was an invention of the railroads. Before that it was sun time. High noon was when the sun was straight overhead, wherever you were.
I grew up just a few miles from the 90th meridian, high noon central time didn't make any difference there, but Chicago, for instance had to adjust, so did Des Moines.
