What does NRO stand for?

NRO = National Reconnaissance Office?

I didn't know that the CIA used tubas as part of their arsenal ! :shock:

Sure do (well, did, actually) -- specially-modified MW 46SLPs (they launched the last one out of Vandenberg last month):
