The only problem I ever had with the way airlines handle tuba cases was on a charter flight. The handlers actually OPENED THE CASE and put some small items in there that were rolling around on the floor! Nothing can prevent that! (It was out of my sight.)
Any case that won't pop open in flight, with a stable handle that won't break, and has plenty of padding is what you need. You might stuff blankets, pillows, or stuffed animals down the bell, but nothing else (no music stands, metronomes, etc.)
