What tuba is he holding?

Just wondering what tuba this is. It doesn't look like anything I thought Bill Bell played. Under this photo in the book is:
Position for Holding the Upright Model Tuba
Sit as straight as possible, with feet placed firmly upon the
floor. Right hand should rest lightly on valves with the fingers
straight. Left hand should be as inconspicuous as possible.
(Note position of mouthpiece on the lips)
Wasn't Bill Bell a stickler about having your fingers bent, not straight?

What's the publication year on the book?

Just wondering...I still won't know what tuba that is.

It could be a King. But I am usually wrong on these instrument guesses.

I seem to remember this book originally came out in the 1920s. Bill Bell was very young then.
