Try KILZ...they make a water based and an oil based primer. (you probably want water based-red and white label) I'm not sure which works best for plaster, but this stuff works quite well.

I'm not a professional painter but I have done a lot of painting over the years. I have come to the conclusion that Behr paints sold by Home Depot (at least here in Southern California) is consistently the best brand I have ever used for coverage and wear. It is not cheap but it is worth the extra few dollars. Kilz (not made by Behr) is a good primer and is supposedly formulated to "kill" stains (hence the name).
