I think it's better to think of it this way:
Most countries I have been in do not grant full adulthood to anyone until they are at least 21. Just because you drink at 18 doesn't mean you can do everything. Here in Vietnam, men are not allowed to marry until they are 22!!! But they can still drink at 18.
Actually, in the United States there are still many things you can't do at 21. Try to rent a car.

I wish Doc's list, as added to sequentially throughout this thread, were a sticky on EVERY bulletin board/forum/chat group/blog, etc.
