There is a discount airline here called Tiger Airways, based in Singapore. You can fly round trip from Singapore to Ho Chi Minh City for under $100 U.S., if you buy your tickets early enough. HOWEVER, when you look at the boarding pass you get when you book your flight online, you will notice that there is a strict luggage requirement of 15 kg checked baggage and 15 kg carry on luggage. They will not, in any way, let you carry anything more than the allowance onto the airplane. THEY WILL let you check as much baggage as you want, PROVIDING YOU PAY THE $35 (US) PER KG PENALTY.

I learned the hard way. It's actually cheaper to pay full fare on Singapore or Vietnam Airlines. PLUS, if you get hungry on the three hour flight, you won't have to pay five bucks for a mystery meat sandwich!
