I believe it stands for Blechblas-und Signal-Instrumenten-Fabrik.

I don't know if the spelling is correct, but I know it means Wind & Signal instruments

Half an answer, maybe: I used to own an F. Schmidt (Brook Mays) stencil of a VMI 3301. VMI is part of the B & S family. The description of the horn when I bought is said that the "S" part of B & S was for Schmidt.
Then again, if you're really curious, I'm sure Bob Tucci or Dan Perantoni (or maybe of the guys at Custom Music) could clear it up for you.
