My father-in-law is a community police chief in the province of Dongnai (adjacent to Ho Chi Minh City). He says that no police department in the world can protect all the people. Police here do not carry weapons but they can (and do) engage in physical activity to apprehend criminals (the words "alleged" and "suspect" do not exist here--you are guilty until proven innocent). He says that it's good that Americans can have guns at home, especially in isolated areas.
