I use the higher quality for practicing. The difference really is clearly audible. Helps to pick stuff out.

Economics. Some audio quality was sacrificed to make CD players and CDs cheaper to produce and marketed to the masses.
As for converting to 16bit/44.1khz, if you can sample at 88.2khz or 176.4khz then downsize, then it will 'tend' to produce a better sound.
