The Texas State Attorney General has set up a price gouging hotline to report any cases during the evacuation.
The hotline is 1-800-252-8011

I'd be interested to hear why you chose the high octane gas and what you think it will do for you. As I recall, you drive a POS, so your mileage will actually decrease and the higher octane blend can damage your engine. Enjoy!
The rule is simple...unless your vehicle
requires a higher octane rating, don't use the 89 or 91 (or 93, for that matter) octane. It can harm your engine and will decrease your mileage.
EDIT: It is a little misleading to say the higher octane fuel can damage a lower-compression engine. What it can do is mask any poor performance (knocking and pinging) so that you don't take steps to correct the problem. Also, don't buy into the myth that premium gas will "clean" your engine.
