Cerwin Vega has a service department and even though the speakers are pretty old, they should be able to help you. 954-316-1501. Swapping drivers out is as easy as applying slide grease.
If that becomes a dead end - E-mail or call Madisound,
http://www.madisound.com" target="_blank or try
http://www.partsexpress.com" target="_blank. Madisound is a full service dealer that deals in some fairly high-end stuff - very nice equipment. Parts Express would be the 'no frills', 'economy' solution.

Don't try to recone or repair the suspensions yourself. There is way too much work involved to get it right. Contact:
Magruder Speakers
12079 West Highway 174
Republic, MO 65738-2353
Phone: 417-732-2937
He is a second-generation speaker reconing expert. He has reconed such esoterica as 1930's Hammond made by Jensen electromagnet speakers, as well as all the classic guitar, stereo, and PA speakers, including my Jensen Concert 12's and a friend's JBL 120's with original NOS cones. He is about the best in the USA, and has more stuff hanging off his walls than most new speaker factories. If anyone can recone your Cerwin-Vegas and JVC's, he can, and can tell you if it's just the suspensions that need repair, or complete reconings, up to and including voice coils, and do it right.
They are worth repairing. Remember the old C-V slogan (something like this, I can't remember it exactly): Loud is Neat When It's Clean.

To give you an idea of what is available in replacement 12 inch drivers, go to musiciansfriend.com and type "drivers" in the search box. Look for something in the same size, same impedance, and same sensitivity (more or less). For example:

Original Cerwin-Vega speakers are always worth repairing.
