You can find it at AutoZone, and likely other parts stores.
Though it won't look like a new headliner, it will hold the fabric in place. I've used it on headliners probably a dozen or so times without complaint from the vehicle's owner. It also works well for securing other types of loose trim like wood strips, door panel pieces, etc.
