What iZ it?

I'm looking at some early 20th century band parts and notice the symbol "z" appearing in several measures. Sometimes, it's a single measure, sometimes it's a sequence of four or five measures.

Is this an older symbol for a whole rest? Or, does it indicate the repetition of notes from the prior measure where there are notes. My guesss it that it's the former but I'm sure one of you learned ones know for sure.

That's it. Eyes are shot. Looked like a block letter Z until I put it under a magnifier. It was scanned music from that http://www.bandpdf.org" target="_blank site and dates back to many, many moon ago, so it wasn't all that clear to begin with.
