Not sure if you are disagreeing with the video or misinterpreting it. According to the piece, the corporate taxes weren't funneled anywhere … it was a tax cut.

Washington state has a lottery. In 2012, by far the largest part of the receipts after prize payouts went to something called "WA Opportunity Pathways", which we are assured has something to do with education but sounds like it could involve some attrition of the money as it trickles through all the pathways. They tell us that the entire proceeds, if used for that purpose, could run the state schools for less than two days.
Two or three percent goes to stadiums, a sore point for some of us - we've voted down at least one measure funding another stadium, but it's futile because the legislature can't say no to a new stadium. Basketball is next - some miracles have happened to stave it off, but we're doomed to have to build a stadium for basketball players soon.
Anyway, winners have to pay up on outstanding child support and other debts owed to the state - unpaid taxes, maybe traffic tickets, I don't know. That has added up to over $3 million over the years, but that's 30 years, so not a gigantic total.

My wife and I went downtown this Saturday to sell plasma. Since I hadn't eaten since the previous evening, I was forced to go somewhere nearby, get something to eat, and bring the receipt back. I went around the corner to a gas station to get a hot dog. While waiting in line, the guy in front of me bought $53 worth of lottery tickets. He knew the clerk on a first name basis. Now, this guy looked like he didn't have a dime to his name. (He also looked like he didn't have a belt either, the view from behind him was not pleasant.) THESE are the people financing our lottery programs, not the person who spends $2 twice a year when the jackpot is at a record high.
