3 ruffles and flourishes and Hail to the General in chief?

For all you military musicians --past and present-- out there, has anyone heard of this piece? I have been requested to find, arrange and perform this in a couple weeks. The requester hummed it, thinking that would be all I needed. First few notes strongly resembled Hail to the Chief, but the rest is lost!
Anyone with a source to find it, please let me know ASAP?

Not the POTUS. The General in chief is what I am looking for. As in General Grant in 1865.The tune is on the military ceremonial music website, but I would prefer the sheet music if possible.
