Because the receivers, set top boxes, and DVRs have always-on internet connectivity to provide on-demand streaming and OS updates, which means they're pulling an IP which is tied to a specific device, so of course they know where all the subscribers are located: they have to for billing purposes.

You think that's bad, some obnoxious dude with a bad haircut keeps appearing on all my channels! I thought I heard the last of him when I moved out of Joisey a couple decades ago.

There is nothing wrong with your television set. Do not attempt to adjust the picture. We are controlling transmission. If we wish to make it louder, we will bring up the volume. If we wish to make it softer, we will tune it to a whisper. We will control the horizontal. We will control the vertical.

A helpful tip: If you wear your foil as a lining inside a normal-looking baseball cap, they'll never know.
That way, all you need to carry is a stainless steel mixing bowl, to shelter you from the more powerful rays from cell-phone towers.
