I can see this form being adapted to lawyer's offices, doctor's offices, political submissions to reps & senators, etc.

It's a cheap way to disparage people who express disagreement with you, or who oppose something you support.
The etymology suggested above puts it in a light that doesn't make a lot of sense to me - if the described situation is nominally consensual, that doesn't fit typical usage at all ("personal offense"?); if it isn't we would have to ask whether it qualifies as rape, in which case personal offense or resentment could get pretty near homicidal before it reaches "excessive and unjustifiable". At any rate if that's what it means to the people who use it, then it reflects even more poorly on them.
