What a ??????????!!!!!!!!!! There is NO single answer, in my opinion, based on my experience. I'm probably a bit older than you and you will never get a chance to study with my teachers which include Rex Connor, Arnold Jacobs, Harvey Phillips, and a number of othr fine players/teachers of instrumental music, voice, and other learning "centres".
THE "BEST" teacher, imho, is life. Experience as many things as you can, listen to and observe as many others as you can, keep the mouth shut - unless you have a question about something you don't understand - and keep the ears open.
Learn from "mistakes" they are the indicators that there is another, better way.
Do ask questions - that is how you get answers.
There are many fine, experienced teachers about these days. IF you keep an open mind, work hard and have working contact with more than one, you might find "the one" who is best for you.
Don't be surprised if you find the best one late in your search.

We're so efficient at answering any and all questions, that most can simply be answered by searching Tubenet. But this one? The closest I could find was old tubenet, and it wasn't really much of an answer. Apparently we've never got around to it - I suppose a rank order list of best tuba teachers would be ideal, in case number one lives in some forbidden place like California. I'm not the one to suggest criteria - sounds like "all A's" should be on the list, and ideally I'd be looking for the kind of thing where afterwards you don't even need to audition for anything, just having been No 1's student is proof enough. But we each have different priorities, so I don't know ...

I'm the best teacher ever- so good that no one wants to be my student for fear of having to work hard. In fact, I'm so good that I haven't practiced in 3 years and people run away in fear (of their egos getting crushed) when I do play!
I cost $24,973.18 an hour, of course- the standard rate for teachers as amazing as me.
