I don't see why the orchestras don't just decide what kind of tuba they want, and buy it. Then they can hire someone as needed to play it.

Unless it was an incorrect post, I believe an individual has been invited to play a week with the orchestra (after the audition process), so the process is still fluid....

Huh? Orchestras sometimes invite a final finalist(s) to play with an Orch for a week to see how they fit in the section, etc.

Indeed. So was "Shine On You Crazy Diamond," and the portrayal of Pink with his eyebrows shaved in The Wall, which is a reference to the one time Syd Barrett showed up at Abbey Road Studios, ironically during the final mix of "Shine On...," having shaved his hair and eyebrows, the last time most of the band saw him.
