For goodness sake, is an e flat bass tuba with fundamental an octave below the bass staff.
Correctly nomenclatured

or
EEb

The latter seems wrong, or a sub contra, yet I keep seeing it.
We don’t call the corresponding F an FF, unless we’re cursing at it. Effin f.
Alternatively, can you make them voices in my head stop saying buy a small E flat tuba? And saying buy a small F is no better. But other diabolical answers appreciated.

Why don't we just refer to the length of the bugle?

I favor an 18 foot tuba myself. but i am trying to learn the 13 foot one.

As for voices in one's head, i think if you just got to know 'em, they might not be so bad.

They sure make astute observations from time to time.

How many times will "the great state of..." be uttered tomorrow? And why are all states "great"? Like the Wobegon kids who are all above average? Are we still allowed to say "Wobegon" after Garrison lost his show?

You have a point. In pipe organ nomenclature, if the particular set of pipes plays unison pitch, it is referred to as an 8-foot stop, because that is roughly the length of the speaking portion of a regular cylindrical open (not stoppered or conical or reed) pipe (usually the main diapason or principal) that plays low C on the keyboard. An octave down is double, or 16-foot, an octave up is half, or 4-foot, etc.

I also play an 18' tuba. I have never gotten along well with other pitches of tubas, including 16', 13' or 12'. Right now I am playing 9' valve conical in my community band, transposed treble clef notation. On occasion, I play 4 1/2' cylindrical as lead for one of the small groups I play for.
