I have quite a few stacks that have been cut from complete bells. I've used the flares to build detachable upright bells.
The taper is going to be 'what it is' based on the length you need combines with the throat diameter and the diameter where it joins the flare.
A 'stack' can be made from sheet brass but you still need to consider the end diameters and overall length first. The taper is not going to effect pitch as much as the length will. Of course... you might be able to alter the main tuning slide if you are dead set on a certain taper.
