There's a couple of Conn 10J's and a King 1140 on ebay right now; they would be considered 3/4-sized tubas. I use a 10J in my local community band and it sounds pretty good (or so I've been told), I imagine the 1140 would be comparable. Should be able to get either one for a few hundred bucks.
