Go to WWBW and look at the Dalyan Eb tuba. I've heard QUITE a bit about it and hear it plays very very well. Dalyan has kind of a mixed reputation, but TubaNews testers had wrote very positively about it. It's going for about 1900 right now...not very much over your budget and DEFINETELY not a beater.
