I talked to the manager of this company that sells computer components and he told me that the lowest offer that he accepts is 1900. I offered 1400 and he refused.

1900 and he's asking 3500? Wow, I'm sure he'd get the 1900 if he posted if for that much!

The key point is what it's worth to the potential buyer. I wouldn't guess that $3500 would have anything to do with that number, and to my way of thinking about 3 valve Eb tubas, $1400 is a generous offer. But that's what you're looking for and the money isn't a problem, it does look like it would be a good one.
