This unique F tuba has the engraving "Adolf Oehms Hannover" on the bell. Adolf Oehms was the son of Louis Oertel, a music dealer in Hannover 1886. This tuba could be a stencil model, likely manufactured in Russia for the Oertel/Oehms dealership. It closely resembles the St. Petersburg tuba models.
