One way to come up with a reasonable price is to put it up on eBay. Describe it completely an include good photos showing anything significant. If you set a starting bid of $1, but have a reserve of $2000 (about what it would be worth if in good playable condition) the final bid number will be a good estimate of its value. If the price goes above your reserve, then it is sold for a reasonable price.
Another way would be to contact a local music store with experience in tubas (Baltimore Brass isn't too far away from Delaware) and see what they say it's worth.
