I'm guessing you are a student. You should look into a loan from a bank, student loan or a credit card. Most private sellers are not going to carry financing. Woodwind and Brasswind has a 12 month financing plan:

If you have no credit or bad credit, it's time for a part-time or full-time job, or a second job if you're already working.
EDIT: cleaned up ugly, long URL that would not "wrap"

I'm looking into getting my own horn too, but I'm having trouble finding a payment plan. The monthly payment plan I see on WWBW is a 30 month plan (paying minimums) with no interest until 2009. After that, it's 25.90% APR. I'm 15, so I'm not sure how easy it would be to get a job, and I don't have other bills to pay (mother isn't charging room and board yet!), so all the income I get would be profit.

I've heard of it, and my middle and high school uses those nasty folders, but I've never been there.

Of course not! That's absurd. It's only available for ages 18 and over, too. Everything would be done through my mom.
I am indeed "playing the crap" out of the 186 I use at school. I don't have the resources, though, to take it home. I am also not in the position to stay after school every day and practice with it. I am looking into my own instrument for later on in life.
I'm not even going to go looking for a job until I turn 16 and won't start searching for a horn until I have established myself in said job and have consulted people at local schools and other tuba people.

Get a job and set up a payment plan to yourself.
Keep paying yourself until you have enough money for a tuba.
Don't go to movies, buy sneakers, waste time at the mall, whatever in the mean time.

While I was in your position during High School, I was able to save up enough money to buy my first tuba (YBB-103). The horn plays as well as you could expect for a 3 Valve BBb, but it served the job well until my parents thought it to be a wise investment to buy my 186 CC. So keep your eyes out for an old fixer-upper, it may even help you learn skills to fix horns in the future and will still give you a horn to practice on. You have a GREAT horn at the school, so all you need is a tuba to practice on at home. Good Luck with your search.

So you're 15 and trying to start a payment plan with a private party?
1. No one in their right mind would do that as any contract you signed with them would be non-binding since you're a minor.
2. Even if you weren't a minor, you'll be hard-pressed to find anyone that will start a payment plan with you.
3. You've got access to a 186. Play the crap out of it.
What he said. Patience, Grasshopper! You don't know how well off you have it to have access to a 186, when most guys your age only have access to, well, let's just say instruments of lesser pedigree.
