It's my understanding that every modern sousaphone has a 26" bell... So that would make these sousaphones just as big, or normal, as every other sousaphone made today.

Indeed. There may be one exception of 25", but I can't think of who it is.

Probably what is being considered is that many years ago a few had 24" bells, like my Selmer/Bundy 'glass souzy, and way, way back when both the Conn 38K and Pan Am/Cavalier (predecessor to the 14K) had 24 inch bells.

Here is a link to the different Conn souzy bell diameters over the years:
https://cderksen.home.xs4all.nl//ConnArticle41.html

And here is a link to the different King souzy specs, including bell diameters:
http://www.hnwhite.com/Low%20Brass.htm#Sousaphones

And just to complicate matters, back in the "golden age," some of the manufacturers even had larger bells, the Martin 30" being the most notable.

But, just to wrap this up, since at least WWII, the King 1250 souzy and derivatives have all had 26 inch bells, and still do to the present day. The same goes for the current Conn 20K, the Yamaha 411, and all others derived or copied therefrom.
