There is a newly updated version of the Contest Rules on the Championships web page:
https://nabba.org/championships/. The changes are under the Band Rules and Regulations section part 5, which governs allowed instrumentation.
At the end are a sheet outlining scoring methodology for bands, and sample score sheets for the solo and ensemble competitions.
There may be other changes than these, but they're the only ones I'm aware of.
