I just talked to the MP's and confirmed that the only way you will get through the Ft Myer Drive / Wright Gate this year will be with a DOD
sticker on your car and even then it will be open only limited hours.
(It used to be the faster way in since the search line was shorter and
it brings you in closer to Brucker Hall)
So use the Hatfield Gate (Washington Blvd)

Winchester, VA, is to the west of DC, am I guessing correctly? Come in on 66 and take the exit for Washington Boulevard.
The gate you want is on the right side of this image. Washington Blvd. effectively is the western border of Ft. Myer, and the gate is right about where the "i" is in the word "Washington". There's a bridge that crosses over and goes right to the gate.
Coming from the north, following the signs, you'll actually exit Washington Blvd. before the bridge (on this map, right about at the "s").
Enter the base, go past the store parking lot, and turn left. Stay on this street, with buildings on the left and parking on the right, and you'll eventually find the band hall (across the street from the "A" in "Arlington National Cemetery" in this map). You'll also surely see a bunch of obviously non-military tuba types walking around.

Also -- if you Mapquest directions to Lyon Park, VA, you'll end up on Washington Blvd. pointed in the correct direction to get to Ft. Myer. Mapquest doesn't seem to have Ft. Myer in its database, so that's a decent alternative.
