I was recently perusing a late 90's edition of TUBA Journal which contained an article that made that case. Basically play the largest mouthpiece you can physically handle. Thus a PT88 was "it" for awhile.

Well yes. "A chicken in every pot and a 6/4 tuba in every case" is where we're at today. Does the fact that tuba players always seem to desire the largest say something about the average tuba player perhaps being below average in some other way?
