Our community band used an electric bass in addition to a couple tubas for many years. We always struggled with this since he could just turn up the volume while we were blowing our heads off! Over the past few years, the tuba section has grown and the bass player went back to playing baritone! 
We're now up to six tubas in a 50+ piece band...
My advise is to keep as many tubas as you can because as the band grows, you'll need them!!! As you continue to play, the rest of the band will learn to appreciate the bigger tuba sound. It's something that most bands are lacking!!!

Our 50pc community band has 5 tubas. Two of us have the option of playing bass tuba, so we are. Nice blend.
I believe I read somewhere on this list that "in the old days" when US concert bands had both BBb and Eb, there was a 3-to-1 ratio of contrabass to bass tubas. We are double that (3:2), but it still seems to sound fine.
