Zach,

I have the perfect horn for you. My Cerveny CCB 691 is at Dillonmusic.com for the very low price of $2895. This is a great horn for the money. It plays in tune and is very lightweight for a big tuba. It has a very easy response and beautiful dark sound. It also comes with a gig bag. Take a trip to Dillons and play it up against some of the more popular model tubas today and you'll see that it is even better than some that are in the $10-15000 range!

The best advice that I can give you is to talk to your prospective college tuba teacher about what horn to purchase before making that decision. I'm certain that he/she would want to be involved. Otherwise things could turn out very badly for you.

While I'll agree that you need a trip to your local music store and try everything in your price range... If you get to Dillon's this horn would be a great place to start. ( and probably end with also most bang for the buck of any horn i've played recently)
