Does anyone know the best material to makes these with? I'd like to have some for my sousa players next year and have the parents willing to make them. Are these available to purchase anywhere? If you have made them, are there any special instructions?

Ask around Drum Corps...I know almost all the DCI Drum Corps use rings on the Contra bell when rehearsing. If you can't find a corps with them, check with the Colts(out of Dubuque, IA). I'll be honest that I don't know what material it's made from, but it's pretty study.
I think I might end up as a grumpy old man when I get old...
