I am not sure what the point of your question is.
I see nothing wrong with starting a student on a 12C, assuming it is a quality brand and in good condition. I am talking about 9 and 10 year old students here. Their mouths are not that big. And their breath support is not very strong.
I have four of the King 3/4 size baritones at my elementary school and a couple of the older King bell front baris. They use Yamaha 321s at the middle school. When the student goes up there he gets a new horn with a larger mouthpeice in it. It isn't rocket science. I don't make such a big deal about the "right" equipment for kids who are just starting out. As long as it is of good quality and in good condition. I can teach the basics on a 12c just as well as on a 6-1/2 AL. In fact it will be easier for them.
When I was a young stud right out of college, I thought all my kids are going to use 6-1/2 ALs and I am going to get them started out "right" and they will be awesome by MS, since they will be ahead of the game. and I was finding that none of my students could get above the staff comfortably and musically. There is a reason many student line instruments come with 12cs. I wish they still used the old King 28 (? I think that is right number?) that was a deeper V style cup with a smaller diameter rim. that would be the best option for baritone horn I believe.
