Permission for the Vaughan Williams Concerto?

Has anyone out there tried to get permission to arrange the Vaughan Williams Tuba Concerto for anythign other than the original? If so, did you receive permission?

Empire brass played a quintet version of it a number of years back. I don't know who arranged it, nor if permission to arrange was granyed.

For his Master's Recital, Mike Roylance played an arrangement of the VW for trombone choir and tuba solo.
