The serial number would put it from 1962. From the valveset style and design of the braces, I vote for a 14K Conn.

Sorry, resale value...if you can get rid of the sticky valve problem, since it plays well I would say you could easily get $1000 for it once it is nicely cleaned up and polished. The trick, of course, is finding an interested buyer.
Similar horns at the big instrument shops are just over $1000 around the 'net...just search Conn 14K.

When did Conn put a 0.750" valve section on a sousaphone with a 24" bell?
