I'm looking for a leadpipe and bits for a Signet sousaphone. Any ideas?

Could it be a Bundy/Selmer/Buescher variety? If the ID of the mouthpipe receiver measures about .668"... then the Allied S150 neck and S151 bits should get the job done. Any repair shop should be able to order them for you.
