lead pipe and the tuner?

Hi about 23 years ago I bought a king sousaphone with just a leadpipe I used it with my mouthpiece for a couple of years before I swiched to CC horn now I see by looking at ebay that they have a small piece that goes with them I think it's called a tuner ..what is it used for?? ALSO...A friend sent me a couple of mouthpieces to try the AJ fits in the lead pipe of my 3J a 1"1/4 but the RS Heleberg only goes in 3/4 "if that.. When I was taking lessons My teacher told me that the further or deeper the mouthpiece was in the better .. He had me sand down my Heleberg which seems to be smaller than the RS so it would fit deeper into the Leadpipe ,should I do that to the RS??
