Contact Gail Robertson or Roy Pickering at UCF. Gail in particular knows all the low brass people in the area. She is not there full time, but going through the school is probably the easiest way to contact her. If you can get lessons from her you won't be disappointed.

You will find almost no tubas for sale in the Orlando area, unless things have changed dramatically in the past year and a half since I moved away. Your best bet to find a horn would be to contact the shops listed on this site and then take a road trip. If you don't want to travel to the Northeast or Mid-west to try lots of tubas in one place, you can wait for SERTEC in March.
