The piece is "A Little Prayer," by Scottish percussionist and composer Dame Evelyn Glennie (who's deaf), from Three Chorales for solo marimba.
According to the USAF Band of Flight website, the band's euphoniumist is Staff Sergeant Daniel R. Bentley.
