The link to click is "Report item". On the next page select "Suspect link is fraudulent and didn't bid".
This idiot just flooded ebay with about 300 fraudulent listings. Wouldn't you think that just one or two would be more likely to take someone in? Moral: avoid like the plague any seller who says contact him directly and don't use the ebay bidding system.

There is one minor exception to this. If your payment isn't one that eBay will accept, and the person or business selling has a sound reputation, I think it is okay to go outside of the system. For instance if you are purchasing from a well known, well established music store for example.
Remember, these rules that eBay implements are there for a reason: both the protection of the eBay user and the seller. If you operate outside of eBay's system, they will not help you.

I report them as trying to avoid paying eBay fees. I don't know whether that's what gets their attention or not, but when I report an auction that says the seller wants to be paid outside the system that way, the auction is taken down very fast.
